Carbon Dafeng action plan comes one after another, nine industries become key focus areas

According to incomplete statistics, more than 20 provinces, autonomous regions and municipalities directly under the Central Government have already issued carbon peak action plans. The carbon peaking action plan specifies the specific objectives of carbon peaking, and emphasizes strengthening the leading role of science and technology innovation, building a green low-carbon economic system, better promoting the high-quality development of advanced manufacturing industries, and ensuring that industrial carbon peaking targets are achieved as scheduled.

From the perspective of promoting carbon peak industries, traditional industries such as iron and steel, cement, coal power, petrochemicals and chemicals, ceramics, construction, building materials, textiles and paper making are the key areas of concern in promoting carbon peak around the world. Recently, Guangdong, Chongqing, Jiangxi and Jiangsu have introduced carbon peaking action plans one after another.

Guangdong: Implementing "15 actions to reach the carbon peak"

On February 7, Guangdong Provincial People's Government issued the "Notice on the Implementation Plan of Guangdong Carbon Peaking" ("Notice"), proposing to resolutely put carbon peaking throughout all aspects of economic and social development and the whole process, focusing on the key areas and key links of carbon emissions, and focusing on the implementation of the "Top 15 Carbon Peaking Actions During the "14th Five-Year Plan" period, the government shall

During the "14th Five-Year Plan" period, the economic system of green low-carbon cycle development will be basically formed, the industrial structure, energy structure and transportation structure will be adjusted to make obvious progress, and the efficiency of energy resources utilization and carbon emission of the whole society will be continuously improved. By 2025, the proportion of non-fossil energy consumption will reach more than 32%, and the energy consumption per unit of GDP and CO2 emissions per unit of GDP will ensure the completion of the national targets, laying a solid foundation for the province to reach the peak of carbon.

In accelerating the optimization and upgrading of industrial structure, the "Notice" mentioned that the accelerated cultivation and development of ten strategic pillar industry clusters, ten strategic emerging industry clusters, advance layout of artificial intelligence, satellite Internet, optical communications and terahertz and other future industries. Accelerate the development of digital networked intelligent service industry, and promote the deep integration of modern service industry with advanced manufacturing and modern agriculture. By 2025, the value added of high-tech manufacturing industry accounted for 33% of the value added of industry above the scale.

The Notice also mentions that the green and low-carbon transformation of energy is practiced through vigorous development of new energy, safe and orderly development of nuclear power, reasonable regulation of oil and gas consumption, and accelerating the construction of new power systems; green and low-carbon actions of transportation are carried out by promoting the low-carbon transformation of transportation equipment, building a green and efficient transportation system, and accelerating the construction of green transportation infrastructure; science and technology empowered carbon peak actions, such as low-carbon basic The action of low-carbon basic science research, low-carbon key core technology innovation action, low-carbon advanced technology achievement transformation action, low-carbon science and technology innovation capacity enhancement action.

Chongqing: Ensure that industrial CO2 emissions will reach the peak by 2030

Recently, Chongqing Municipal Economic and Information Technology Commission, Chongqing Municipal Development and Reform Commission and Chongqing Municipal Ecological Environment Bureau jointly issued the "Chongqing Industrial Sector Carbon Peak Implementation Plan" (the "Implementation Plan"), which specifies the general requirements, key tasks and safeguard measures for Chongqing to promote the industrial sector carbon peak. It also proposes to optimize the industrial structure, promote energy saving and carbon reduction, and actively implement green manufacturing and other 6 major tasks, and makes specific planning and deployment of peak action for key industries such as iron and steel, building materials, chemical industry and non-ferrous metals.

The Implementation Plan proposes that by the end of the 14th Five-Year Plan, the optimization of industrial structure will make positive progress, the efficiency of energy and resource utilization will be significantly improved, more than 30 green parks at the municipal level and above will be built, more than 300 green factories will be built, the energy consumption of industrial added value above the scale will drop by 14.5% compared to 2020, and the carbon dioxide emissions per unit of industrial added value will drop by more than the whole society. Carbon dioxide emissions have dropped more than the whole society, laying a solid foundation for achieving the carbon peak.

During the "Tenth Five-Year Plan" period, green emerging industries will become the new driving force of the industrial economy, the overall energy efficiency of key industries will reach an advanced level, the carbon neutral capacity will be strengthened on the basis of achieving the carbon peak in the industrial sector, and a modern industrial system characterized by high efficiency, green, recycling and low carbon will be basically built to ensure that carbon dioxide emissions in the industrial sector will reach the peak by 2030. emissions in the industrial sector will reach the peak by 2030.

Jiangxi: Promote ecological priority and green low-carbon development in the forefront of the country

Jiangxi Province has superior geological conditions and abundant mineral resources, and is one of the important non-ferrous, rare, rare earth and uranium mineral bases in China, with a relatively high degree of supporting mineral resources. Among them, the non-ferrous metals industry is one of the key "trillion" industries in Jiangxi Province, is the implementation of the strategy of industrial strengthening the province, to promote high-quality industrial leapfrog development of an important support, but also the industrial sector is the focus of carbon emissions industry. Recently, Jiangxi Province has formulated the "Jiangxi Non-ferrous Metals Industry Carbon Peak Implementation Plan" (referred to as "Implementation Plan").

The "Implementation Plan" proposes that during the "14th Five-Year Plan" period, the provincial non-ferrous metal industry structure and energy use structure will be continuously optimized, the supply ratio of recycled metal will be continuously improved, and the energy consumption and carbon emission intensity of key varieties will be continuously reduced. During the "Tenth Five-Year Plan" period, the provincial non-ferrous metals industry to use clean energy accounted for a significant increase in the industry's low-carbon process research and development applications to achieve significant progress, green low-carbon, circular development of the industrial system is basically established, the industrial layout is more reasonable, as scheduled to achieve the goal of carbon peak, to achieve a solid foundation for carbon neutral.

Jiangsu: CO2 emissions of key industries strive to take the lead in reaching the peak by 2030

In order to accelerate the province's industrial green low-carbon transformation, and effectively do a good job in the industrial sector carbon peak carbon neutral work, Jiangsu Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, the Provincial Department of Ecology and Environment jointly study and formulate the "Jiangsu Province Industrial Sector and Key Industry Carbon Peak Implementation Plan" (referred to as the "Plan").

The Program proposes that by 2025, energy consumption per unit of industrial added value above the scale will drop 17% compared to 2020, carbon dioxide emissions per unit of industrial added value will drop 20% compared to 2020, energy utilization efficiency of key industries will reach international advanced levels, and carbon dioxide emissions will be effectively controlled; by 2030, carbon dioxide emissions in the province's industrial sector will reach peak levels, and iron and steel, petrochemicals, chemical Construction materials, textiles and paper and other key industries strive to take the lead in reaching the peak of carbon dioxide emissions.
